What Is the Top EHS Software Provider in the USA?

There is no single top EHS software provider in the USA, because the category splits in two. Enterprise suites like Intelex, Cority, VelocityEHS, Enablon and Sphera win as the system of record. Field-first tools win adoption at the crew level. Most US safety organizations now run one of each.

The Short Version

  • US buyers are shopping two different products under one name. A system of record holds your compliance history, chemical inventory, occupational health files and disclosure data. A field execution layer gets a crew of 40 to actually document a job before they start it. Very few products do both well.
  • The enterprise vendors are conceding the field. In July 2026, Ideagen bought Work Wallet, a mobile-first EHS developer, specifically to fill a frontline gap. Their own release describes it as serving “field-based operations where workers need immediate access to safety tools without reliable connectivity.”
  • Only two of the eight publish a price. Intelex now lists an entry tier and Mitti (by SafetyCulture) publishes a full rate card. Everyone else quotes. Plan your evaluation timeline accordingly.
  • Your US compliance floor is narrower than most vendors imply. Electronic submission of Forms 300 and 301 applies to a short list of industries, and utilities and most specialty trades are not on it. Know what you actually owe before you buy software to produce it.
  • OSHA opened a new enforcement program in March 2026 targeting employers who never submitted their 300A data. The citation window for calendar year 2025 closes September 2, 2026.

What Changed in the US Market This Year

Four things happened between January and August 2026 that should shape a US buying decision. None of them appear in buyer’s guides written last year.

1. OSHA Started Citing Employers for Not Filing

On March 23, 2026, OSHA issued a memo creating the Injury Tracking Application Non-Responder Enforcement Program. Compliance officers now identify employers who failed to submit calendar year 2025 Form 300A data and issue citations under 29 CFR 1904.41 during open inspections. The window closes September 2, 2026, six months after the March 2 filing deadline.

The memo also says something useful for buyers: OSHA currently tracks Form 300A non-compliance only, not Forms 300 and 301. If a vendor tells you their electronic submission module is urgent because OSHA is auditing 301 data, that is not what the agency says it is doing.

2. The Heat Enforcement Program Was Renewed While the Heat Standard Slipped

There is still no federal heat standard. OSHA’s rulemaking record shows a proposed rule from August 2024, hearings that ended in July 2025, and a supplemental proposal now projected for December 2026 with final action projected for October 2027. Any content suggesting a heat rule is in effect is wrong.

Enforcement went the other direction. OSHA reissued the Heat National Emphasis Program as CPL 03-00-024, effective April 10, 2026, for up to five more years. It triggers at a heat index of 80F, directs programmed inspections on any day the National Weather Service posts a heat warning or advisory locally, and names roughly 55 target industries. Three of them matter here: NAICS 2211 electric power generation, transmission and distribution; 2371 utility system construction; and 2373 highway, street and bridge construction. Citations rest on the General Duty Clause, because no standard exists yet.

3. An Enterprise Vendor Bought Its Way Into the Field Layer

On July 22, 2026, Ideagen acquired Work Wallet. CEO Ben Dorks said it “gives us another strong option for customers who need rapid deployment and excellent mobile capability.” Work Wallet’s co-founder described nearly a decade spent building software “that frontline workers want to use, mobile-first, intuitive and functional in demanding environments.”

Read plainly, a major compliance software vendor decided it was faster to buy a mobile product than to make its own usable by crews. That is the clearest signal available that the field layer and the system of record are different jobs.

4. SafetyCulture Is Now Mitti

On August 11, 2026, SafetyCulture renamed its platform to Mitti. The company is still SafetyCulture; the product is what changed. Same platform, same logins, same integrations, new name across the app, website and help center. The company also launched Mitti Insurance, underwriting workers compensation and general liability priced off platform operational data, and is expanding that into the US. If you are comparing vendor documents written before August, the SafetyCulture entry is now filed under a different name.

The US Compliance Floor, Stated Precisely

Software vendors have an incentive to describe your obligations as broad. Here is what is actually written down, so you can size the requirement before you size the purchase.

Electronic Submission Is Narrower Than You Have Been Told

Under 29 CFR 1904.41 there are three tiers, and the deadline for all of them is March 2:

Now the part almost every buyer’s guide gets wrong. Appendix B, the list that pulls you into full 300 and 301 submission, contains only two entries anywhere near this audience: 2213 water, sewage and other systems, and 2381 foundation, structure and building exterior contractors.

Not on Appendix B: 2211 electric power generation, transmission and distribution. Not 237 heavy and civil engineering construction, including 2371 utility system construction. Not 2382, 2383 or 2389, the other specialty trades. Not 211 oil and gas extraction. Not 213 support activities for mining.

So an electric utility or a line contractor with 400 people at an establishment files 300A only, through the Appendix A sector listing. Oil and gas extraction and mining support have no electronic submission obligation at all, though recordkeeping under Part 1904 and reporting under 1904.39 still apply in full. Employee count is peak headcount during the year, not full-time equivalents, and it includes seasonal and temporary workers.

Everything Else You Have to Satisfy

  • Retention: five years past the end of the covered calendar year, for the 300 Log, the privacy case list, the 300A summary and the 301 reports (1904.33(a)). Stored 300 Logs must be updated for newly discovered cases and reclassifications.
  • Posting: the 300A goes up no later than February 1 and stays up through April 30, certified by a company executive (1904.32).
  • Fatality: report within 8 hours, if death occurs within 30 days of the incident (1904.39).
  • Hospitalization, amputation or loss of an eye: report within 24 hours, if the event occurs within 24 hours of the incident (1904.39).
  • State Plans: there are 29 OSHA-approved State Plans. 22 cover private sector plus state and local government. Seven cover public employees only. If you operate across state lines, your software has to hold requirements that differ by jurisdiction.

And One Thing That Is Not Required

OSHA does not have a general standard requiring a written job hazard analysis, JSA or pre-task plan. JHA is OSHA guidance, publication 3071, not a rule.

What is mandatory is narrower and more specific. A written PPE hazard assessment certification under 1910.132(d)(2), for general industry. Job briefings before each job under 1910.269(c) for electric power work, and 1926.952 for line construction, neither of which requires the briefing to be written down. A written permit space program and a signed entry permit under 1910.146. A process hazard analysis, written operating procedures and hot work permits under 1910.119.

This distinction matters when you evaluate software. Documenting a job briefing is not a regulatory checkbox. It is how you demonstrate reasonable care under the multi-employer citation policy, and how you defend a decision two years later when nobody remembers the shift. Buy for defensibility, not for a mandate that does not exist.

Start Where It Hurts Most

Here is the pattern in nearly every US safety organization running four to seven disconnected systems.

The recordable rate looks fine. In 2024, private industry hit 2.3 per 100 full-time workers, the lowest since 2003. Construction came in at 2.2 and utilities at 1.9. Then 5,070 people died at work that year, 1,034 of them in private construction. The averages improve slowly. The severe end of the distribution barely moves.

That gap is a data problem before it is a safety problem. Leading indicators require field data that is specific, timely and honest. What most systems collect instead is a form completed at the tailgate in four minutes with last week’s hazards copied forward, because the form takes 45 minutes to fill out properly and the crew has a job to do. Pencil whipping is not a discipline failure. It is what happens when the tool costs more time than the job allows.

Then the near miss surfaces a week late, in a spreadsheet, after someone retyped it. Adoption dies in week two. The subcontractors are still on paper because nobody would pay for 60 more seats. And leadership asks for leading indicators the system structurally cannot produce, because the input was never trustworthy.

It is a tools problem, not a people problem.

The EHS Software Providers US Buyers Actually Shortlist

These are grouped by the job they do, not ranked one to eight, because a chemical compliance problem and a frontline adoption problem do not have the same winner. Review figures below were checked on G2 and Capterra on September 14, 2026, with sample sizes shown, because a 4.0 from 11 reviews and a 4.0 from 130 reviews are not the same fact.

Intelex

Toronto, and a Fortive brand since the 2019 Industrial Scientific acquisition, confirmed in Fortive’s FY2025 Form 10-K. Best at encoding your own EHSQ processes rather than adopting the vendor’s, which is why large utilities and process manufacturers keep shortlisting it. Configurability is the most cited strength in its reviews.

It also has the best documented API of any enterprise suite here, a public REST reference at developers.intelex.com with OData query conventions, and Intelex markets it for building your own mobile applications on Intelex data. Its mobile apps claim offline operation with sync on reconnect, which most of this group does not claim at all.

The tension shows up in its own review corpus. G2 rates the Intelex EHSQ listing 4.1 from 65 reviews, with Capterra at 4.2 from 63, and the top negative theme is an interface described as not user-friendly, especially for new users, in roughly 29 of them. The thing it is best at, deep configuration, is the thing that makes it hard for a crew to pick up cold.

Intelex is also now one of only two vendors here that publishes any price. Its request-a-price page lists Safety Essentials starting at $44 USD per user per month, minimum 25 users, billed annually. Advanced and Enterprise remain quote-only. Note that Capterra’s third-party listing shows $49 for the same tier; cite the vendor’s own figure.

Best for: large regulated enterprises that want to model their own processes and have the internal capacity to administer it. Entry tier published, everything above it quoted.

Cority

Toronto, Thoma Bravo majority investor since 2019. The deepest occupational health and medical surveillance product in the category, from its Medgate heritage, and it kept investing there by acquiring Meddbase in January 2025. If you run in-house clinics, exam scheduling and surveillance programs, this is a different league from a forms tool.

Reviews split by source: 4.0 from 80 on G2, where the listing is now titled CorityOne rather than Cority, and 4.4 from 112 on Capterra. The G2 themes are interface and navigation friction and support resolution times. One reviewer asks for a dedicated mobile app because the platform is desktop-first, which limits field access. Cority states it has RESTful APIs, but publishes no browsable API reference and names no integration partners on its technology page.

Best for: enterprises whose hardest problem is employee health data, not field capture. Pricing is not published.

VelocityEHS

Chicago, majority held by CVC Growth Funds with a significant minority stake acquired by Partners Group in 2022. The strongest chemical management and SDS library operation in the category, from its MSDSonline origins, plus a well-liked video-based ergonomics assessment tool. At 4.4 from 183 reviews on G2, with 4.4 from 85 on Capterra, it is both the highest-rated and best-evidenced of the traditional suites.

Its weakness is the mirror image of Intelex: reviewers report difficulty tailoring workflows and reporting to their own processes. Notably, it markets “Universal Licensing” and positions away from per-seat metering, which is unusual here, and its master services agreement backs that up by stating the services are generally free of usage limitations. Its mobile apps page does claim offline capture for incidents, near misses and hazards, and offline SDS access, though the separate mobile software page says nothing about it. There is no public developer portal.

Best for: chemical-intensive operations and ergonomics programs, especially where you can live with standard workflows. Pricing is not published.

Enablon, from Wolters Kluwer

Owned by Wolters Kluwer since 2016. For a US audience, note that its North American headquarters is in Chicago, not Paris, despite the French origin. Best at operational risk and control of work for process industries, and at consolidating EHS with sustainability disclosure data for a company that has to file.

It markets field and industrial data ingestion more explicitly than anyone else here, naming edge and IoT devices including drones, beacons, sentinels, AR/VR and wearables, with a self-service development kit for third-party integration. Its G2 rating is 4.0 from only 12 reviews on the Enablon ESG Excellence listing, so treat the themes as anecdote, not pattern. There is no consolidated Capterra rating either: the product is split across roughly nine listings, the largest of which carries three reviews. Two are worth knowing: one enterprise reviewer calls it a “6 figure annual costing system,” and reviewers report customization constrained by an internal scripting language they name NABSIC, requiring vendor support for basic changes. Mobile, unusually, is a positive theme.

Best for: global process industry operators with mandatory disclosure obligations. Pricing is not published.

Sphera

Chicago, Blackstone majority since a $1.4 billion acquisition in 2021, with a Neuberger Berman growth investment added in September 2025. The process safety and control of work specialist: permit to work, energy isolation, job conflict visualization, operational logbook and shift handover in one authorization chain. If you run a refinery or a chemical plant, this is on your list and a general safety observation tool is not a substitute.

G2 shows 4.0 from 11 reviews, again a sample too small to generalize from. Themes are dashboard depth, occasional lag and complex configuration. Its platform page claims mobile field capture for heavy industries but makes no API, ERP or IoT claims. Offline is claimed, but you have to go looking for it: the main Control of Work and Permit to Work pages say only “powerful mobile capabilities,” while its mining material describes a progressive web app giving crews online and offline access to permits underground and in remote locations. If offline matters to you, get that in writing rather than off a solution page. APIs exist and are documented, but on what appears to be a development-stage Azure static site rather than a production developer portal on its own domain.

Best for: hydrocarbon and chemical process operations where permit and isolation discipline is the core problem. Pricing is not published.

EcoOnline

Now headquartered at Aldgate Tower in London, not Norway, despite Norwegian origins, with Apax-backed ownership and an Inflexion listing as well. It acquired Alcumus’s EHS software division in 2023 with the stated goal of leading the middle market, and reports over 11,000 customers. Strongest at chemical safety and SDS management for mid-market operators, and at getting a paper program into one system quickly. G2 rates it 4.3 from 43 reviews, with ease of use across skill levels as the top positive, and its main Capterra listing, still filed under the acquired eCompliance name, shows 4.6 from 123.

The most relevant criticism in this entire guide sits here: reviewers describe the mobile app as clunky, and report that some modules lack mobile sign-off. On integration, EcoOnline now has a public API page, but it is a marketing page: no endpoints, no specification, no auth details, no link to developer documentation, and a sales CTA at the bottom. Meanwhile a customer request titled “API to import/export data,” submitted in September 2022, still sits at status “Received” on its public idea portal.

Best for: mid-market operators whose first priority is chemical compliance and getting off paper. Pricing is not published.

Ideagen

Nottingham, taken private by Hg in 2022 for GBP 1.05 billion. Its EHS line descends from ProcessMAP, a US product acquired in 2022. Best at configurable incident management and injury tracking in regulated sectors. Its rating spread is the widest here: 4.0 from 130 on G2 against 4.4 from 68 on Capterra. Both figures are for the Ideagen EHS product specifically, not the roughly 1,700 reviews across the whole Ideagen portfolio. G2 themes are complicated setup and cumbersome navigation. Capterra surfaces sharper administrative criticisms, including no document revision history and no undo, and conditional form logic that is hard to configure with no pre-publish preview.

Then there is the Work Wallet acquisition in July 2026, discussed above. It is the most honest thing any enterprise vendor did this year: it named the frontline gap and bought a product to fill it.

Best for: mid-market and lower enterprise incident management in regulated industries. Pricing is not published.

Mitti (by SafetyCulture)

Sydney, venture-backed and independent, founded by Luke Anear, who was announced as returning CEO on February 25, 2026 and took the role on March 31, 2026. Best at getting a large distributed non-desk workforce to complete structured checks on a phone without a configuration project. It is also the best-reviewed platform in this guide, at 4.6 on both G2 (483 reviews) and Capterra (355 reviews). The volume claims support the adoption story: over 2 million active users, more than 380,000 inspections completed daily and 80,000 organizations. Its API and webhook documentation is the most open of any vendor here, with named integrations including Geotab, Samsara, Workday, SAP SuccessFactors and ADP.

It publishes the only full rate card in this guide: free for up to 10 team members, then $24 per seat per month billed annually or $29 monthly, with Enterprise custom and published AI credit tiers. The page still does not state a currency, so confirm before you budget. Ignore the older annual-billing FAQ page, which still quotes a grandfathered $19 rate.

Two honest limitations. Free Guest seats cap at three inspections total, with no analytics, documents, training or integrations, so there is no practical free path for a large subcontractor population. And Mitti was not among the 21 vendors Verdantix evaluated in its Green Quadrant: EHS Software 2025 benchmark, a set that includes Cority, Intelex, Sphera, VelocityEHS, EcoOnline, Ideagen and Enablon. Analysts do not currently classify it as an enterprise system of record. Its strategic direction, per its own rebrand coverage, is further horizontal into hospitality, retail and insurance.

Best for: multi-site operations that need checks completed at scale, fast, without an implementation project. Published pricing, per seat.

What Actually Separates Them

Read that offline column again, and note how hard some of those answers were to find. Half this list claims offline somewhere, but only Intelex and Mitti state it plainly on the pages a buyer would actually read. For crews working in a vault, a pipe rack, a basement electrical room or 30 miles down a right of way, it is the difference between a record and a memory, and it is worth a written answer rather than a page reference.

How to Run the Evaluation

  1. Time one real form, end to end, with a real crew member. Not a demo script. Your form, their thumbs, on the phone they carry. If it takes longer than the paper version, adoption is already decided.
  2. Ask exactly what works with no signal. Not “is it mobile.” Can a worker start a new document offline, attach photos and signatures, and sync later? Several vendors here claim mobile and never claim offline, and two of the ones that do claim it bury the claim in product material rather than on the solution page. Some cache only what was recently viewed.
  3. Price the subcontractors. Get the number for 150 temporary workers for six weeks. Per-seat models turn multi-employer sites into a budget conversation, and the answer is usually paper.
  4. Have your team build a form during the evaluation. If configuration requires vendor services or a scripting language, every future change is a ticket and a delay.
  5. Confirm what the API actually exposes. Ask for the public reference URL. “We have RESTful APIs” and a browsable reference with auth methods and endpoints are different maturity levels.
  6. Check the security claims yourself. Ask for the current SOC 2 report and its date, the encryption standards in transit and at rest, SSO and SCIM support, data residency options, and penetration testing cadence. Ask every vendor, including us.

Does OSHA Require EHS Software?

No. OSHA requires records, not a particular system. Do I Have to Submit OSHA Forms 300 and 301 Electronically?

Only if your establishment has 100 or more employees and your industry appears in Appendix B to Subpart E of Part 1904. That list includes water and sewage systems and foundation, structure and building exterior contractors. It does not include electric power transmission and distribution, utility system construction, most specialty trades, or oil and gas extraction. Those industries file the 300A only, or in some cases nothing electronically at all.

Is a Written Job Hazard Analysis Required by OSHA?

Not as a general rule. JHA is OSHA guidance in publication 3071, not a standard. Specific requirements do exist: a written PPE hazard assessment certification under 1910.132(d)(2), job briefings under 1910.269(c) and 1926.952 which need not be written, written permit space programs under 1910.146, and process hazard analyses under 1910.119. Almost no vendor in this category publishes prices. Of the eight above, two do. Mitti publishes a full rate card, at $24 per seat per month billed annually or $29 monthly, with currency not stated on the page. Intelex publishes an entry point of $44 USD per user per month for Safety Essentials, minimum 25 users, billed annually, with its higher tiers quote-only. Everyone else quotes based on scope, sites, headcount or modules. Treat any third-party site showing confident dollar figures for these platforms as an estimate, not a vendor rate.
